Massachusetts converts research muscle into federal contracts. Hanscom Air Force Base west of Boston is an acquisition center for Air Force command-and-control and battle-management systems, buying engineering and IT rather than runways and fuel. The Army's Natick Soldier Systems Center develops everything a soldier wears, eats, or carries, sustaining a stream of textile, food-science, and materials solicitations unique in the country. MIT Lincoln Laboratory and the dense university ecosystem pull federal R&D into the state, and the civilian side includes the VA's hospitals, the Coast Guard's First District in Boston, and the Corps of Engineers New England District handling coastal and river projects across the region.
